QS Joseph Onyango Omondi is a highly experienced professional in the Kenyan construction sector, with a career spanning over three decades. His experience is rooted in a long and distinguished tenure with the Ministry of Public Works, where he progressed from an Assistant Quantity Surveyor to the high-ranking position of Director of Public Works for Wajir County.
His professional background is characterised by a blend of technical mastery, administrative leadership, and quantifiable impact:
Project Lifecycle Expertise: He possesses deep knowledge of the entire project lifecycle, including initial cost estimation, preparing complex tender documents, and contract administration. He is also skilled in evaluating high-value contractual claims.
Multidisciplinary Leadership: He has a proven track record of managing large-scale public infrastructure projects across the Western, North Eastern, and Rift Valley provinces. This includes coordinating diverse, multidisciplinary teams from various sectors, such as roads, buildings, mechanical, and electrical.
Strategic Execution & Portfolio Management: Under his leadership, he directed a massive, multi-year portfolio of public works and civil infrastructure projects across Wajir County, encompassing multiple fiscal years from 2013 through 2026. His oversight included massive administrative and executive infrastructure, such as the Wajir County Headquarters valued at KES 136.7 million and the Wajir County Assembly valued at KES 147.7 million. He has consistently managed ultra-high-value developments, including a KES 601 million county trade project, a KES 210 million Governor and Deputy Governor residence, and a KES 179.4 million municipal supply and installation contract.
Sector-Wide Infrastructure Development: He successfully executed highly technical and specialized public facilities, notably the KES 152.7 million Export Abattoir and expansive multi-ward health sector upgrades, including the Arbajahan Health Center upgrade valued at KES 137.5 million. He oversaw the construction of over a hundred localized ward administration offices, ECD model centres, dispensaries, and maternity wings throughout the county's subcounties to drive community development.
Strategic Advisory and Policy: Beyond technical tasks, he has served as a key technical advisor to County Executive Committees and provided strategic policy guidance to government development boards.
