Building Code: Classification of Buildings Explained
The Kenya Planning and Building Regulations 2009 establishes a comprehensive framework for building safety and structural integrity by classifying buildings based on their specific or intended use. This legal designation, known as a Purpose Group, forms the foundation for determining a structure’s structural, safety, and service parameters.
The classification system is primarily detailed in Volume 1 of the regulations and is heavily reinforced for fire safety protocols in Volume 5.
1. The Purpose Group Classification System
To ensure that safety and structural requirements match a building’s actual daily use, the regulations systematically categorize structures into major groups and sub-classes.

2. Structural and Design Parameters
A building’s structural framework must safely support the activities occurring inside it. The regulations use the assigned Purpose Group to dictate structural design parameters, most notably the calculation of imposed live loads (the temporary, changeable forces a building must withstand from people, furniture, and equipment).
These loads are determined by the Occupancy Class Index, which scales based on the intensity of the building’s use:
- Low Demand (1.5 kN/m²): Standard residential units (Group H), where heavy machinery and dense crowds are absent.
- High Demand (Up to 20.0 kN/m²): Highly demanding industrial facilities and heavy storage (Groups D and J), which must support massive equipment, raw materials, or vehicular traffic.
3. Fire Safety Protocols
Volume 5 of the regulations closely ties fire safety mandates to the building’s Purpose Group. Because a hospital (E3) evacuates much differently than a high-risk storage facility (J1), the code requires tailored fire defenses.
The established Purpose Group legally dictates three primary fire safety metrics:
- Structural Fire Stability Durations: The exact amount of time a building’s load-bearing elements must resist collapse during a fire, allowing occupants time to escape and emergency responders time to operate safely.
- Compartmentation Limits: Maximum allowable floor areas or volumes before a building must be subdivided by fire-resistant walls and floors to prevent rapid fire spread.
- Boundary Safety Distances: The required spatial separation between the structure and adjacent properties to prevent a fire from jumping to neighboring buildings.
4. Administrative Compliance and Change of Use
Regulatory compliance is strict regarding occupancy classifications.
Developers are required to define the precise occupancy class during the initial development application phase. Because the Purpose Group dictates everything from floor slab thickness to fire exit widths, any change of use is classified as an entirely new development.
If a building owner wishes to convert a residential building (Group H) into an administrative office (Group G) or a commercial space (Group C), the structure must undergo a complete regulatory re-evaluation to ensure it meets the structural and safety codes of its new Purpose Group.
